Until 1988, the HDSBL had never run any summer competitions. However, a small group of Billiards enthusiasts suggested that an individual Billiards league and possibly a knockout competition could satisfy the needs of Billiards aficionados and players suffering from withdrawal symptoms during the summer months. This proposal was agreed by the League provided that it did not impinge upon the winter competitions. Thus SIBL was born.
The League is open to all members of member clubs, and takes the form of as many Divisions, each of as many players as would be required to sustain a full home and away programme on Wednesday evenings outside the winter season.
Each match is of '300 up' in the top 2 Divisions and '250 up' in the remaining Divisions.
Each player is awarded 1 Division point for each 50 points scored in a match with the winner receiving 2 extra Division points. Divisional positions are determined by individuals' aggregate Division points to date (with an appropriate tie-breaking system operating at the end of a season if necessary).
Promotion and/or relegation is not automatic. The Billiards sub-committee determines the make-up of each Division based on players' finishing positions the previous season and the numbers and known strength of entrants.
In addition to the League, all entrants can participate in a handicap knockout competition, which, because of time constraints, is a complete draw (ie not redrawn each round). Matches are of '300 up' with starting scores determined by individuals' handicaps (which can be positive or negative)
